In a letter published overnight by the Communist Party's Granma newspaper with no advance warning, Cuba's head of state for 49 years wrote that "I will neither aspire to nor accept, I repeat, I will neither aspire to nor accept the positions of President of the State Council and Commander in Chief" when the National Assembly meets on Sunday.
